CORE—the Public Correctional Enterprise was established on 1 July 1996 following a review and restructuring of the administration of Victoria's corrections system by the Department of Justice (VA 3085). Its name was a portmanteau of 'correction' and 'rehabilitation'.

CORE was responsible for establishment, management and security of public prisons, as well as the welfare of prisoners. It also administered services related to community-based corrections, the welfare of offenders, and other correctional services. In addition, CORE assumed responsibility for Victoria's prison industries from the Victorian Prison Industries Commission (VA 5734).

CORE oversaw the decommissioning of Pentridge (VA 863), Fairlea (VA 926), Sale (VA 982) and Morwell River (VA 4105) Prisons, as well as the Metropolitan Reception Prison (VA 4107).

On 1 July 2003, CORE and the Office of the Correctional Services Commissioner (VA 4276) were integrated into a single business unit: Corrections Victoria (VA 4819).
