Charles James Manning was born in Balmain, Sydney on 10 July, 1841. He received most of his education in England earning a B.A. from Corpus Christi College, Oxford in 1864. He was admitted to the bar of Lincoln's Inn on 17 November 1865. He practiced on the Western Circuit in England until his return to Australia where he was admitted as a barrister to the Supreme Court on 22 December 1866.

Professionally he served as a parliamentary draftsman, a crown prosecutor and a law reporter. He often represented the Bank of New South Wales and was attorney for Benjamin Buchanan. He was also involved in both humanitarian and corporate roles including serving as an official visitor to Gladesville and Callan Park Psychiatric Hospitals, and was a Director of New South Wales Fresh Food and Ice Co and the Illawarra Steam Navigation Company.

He returned to England for three years in 1883 following serious illness, and on his return specialised in Equity law. He had been an acting Judge occasionally and was appointed a puisne Judge of the Supreme Court on 13 November 1889. He served as the bankruptcy judge, an assistant equity judge and the first probate judge in 1891. During this period he served on the Council of The King's School from 1890 to 1898 and on the Senate of Sydney University from 1892 until 1898 and on the Anglican Provincial Synod. In 1896 he became chief judge in equity.

Judge Manning died from phthisis pulmonaris on 8 August 1898.
