Under the Local Government Act 1863 the Board of Land and Works (VA 744) had responsibility for the administration of the Act. This was exercised through the Department of Roads and Bridges (VA 2964) and its successor agency the Department of Railways and Roads (VA 2875).Municipalities became responsible for the construction of portions of main roads under the supervision of the Board of Lands and Works with the work to be done to be specified by an Order-in-Council. The municipality , once this work was completed, could receive part payment from the consolidated revenue for the construction of main roads. Compliance had to be attested to by a certificate of such competent person as the Governor in Council shall have appointed.
This series consists of such certificates of compliance under the terms of the Local Government Act 1863 with the responsible officer being a Road Engineer of the Departments concerned with roads and bridges. The certificate sets out the Schedule of the work giving the quantities, a description of the work, the cost to the local body (Shire or District Roads Board) and the subsidy to be paid from the consolidated revenue.
