Full description

The Education Commission was established by the Education Commission Act, 1980 (Act No. 23, 1980). (1) The Commission consisted of 13 members comprising six members appointed by a Governor, five elected members and two ex-officio members. (2) The members appointed by the Governor consisted of a chairman (3) , a member of the Higher Education Board, (4) and four other nominees of the Minister one of whom had a demonstrated interest in technical and further education (5) . The elected members consisted of one each member elected by primary, secondary and technical and further education teachers, and one member each elected by the Parents and Citizens Association and the Federation of School/Community organisations.(6) The Directors Generals of Education and Technical and Further Education were appointed to the two ex-officio positions.(7) The Chairman occupied a fulltime position (8) and one other member was a part-time employee. (9) The Commission had both an industrial and policy function. Its responsibilities included the following: * employment of members of the Education, and Technical and Further Education Teaching Services.(10)
* determining conditions of employment (11)
* entering into industrial agreements (12)
* advising the Minister regarding the provision of public education. (13) The Commission was empowered to establish standing or special committees to carry out its functions, (14) and to delegate its responsibilities (15) and it was authorised to enter and inspect any public school or college or the administrative offices of the Departments of Education or Technical and Further Education or the Ministry for Education. (16) The Education Commission commenced on 16 April, 1980 (17) and the first regulations were promulgated on 20 June, 1980. (18) The Commission last met in March 1988. (19) The Education Commission (Amendment) Act, 1988 (Act No. 29 1988, which commenced on 1 August, 1988, (20) abolished the Commission and transferred its policy functions to the Ministry of Education in April 1988.
