Full description
On 25 November 1959, Richmond River County Council [II] was reconstituted under the City of Lismore and the Shires of Gundurimba, Tintenbar and Woodburn. The Council was granted the powers and duties regarding flood mitigation under section 494 and section 378 of the Local Government Act 1919 relating to the prevention or mitigation of menace to the safety of life or property from floods within the Far North Coast County District (previously Richmond River County District). (1) The first general election of the delegation for the Council was held on the 5 January 1960. (2)
A portion of the Shire of Copmanhurst was excluded from the District area on the 12th March 1969. (3)
The Shire of Copmanhurst was added to the area of the Far North Coast Country District from 18 October 1989. (4)
On 21 February 2000, Casino Council and Richmond River Council were amalgamated to form Richmond Valley Council. The new council sent one delegate. The area of operations remained the same. (5)
On 5 September 2008, the constitution of the Council was amended to encompass only the local government areas of Lismore City, Ballina Shire and Richmond Valley. The powers and duties were expanded to include “natural resource management issues” along with its flood mitigation functions and the constituent membership numbers of the Council were changed to two Councillors from each of the three member councils. Richmond River County Council operated under a service level agreement with Rous County Council, which was the larger county, to provide all administrative, governance, human resources, IT and support services. (7)
On 1 July 2016, the Richmond River County Council was dissolved, and its functions and operations were transferred to Rous County Council. (8)
