The Local Government (Shires) Act 1905 provided for the division into shires of the areas in the state not at that time part of existing municipalities. Cessnock Shire (shire no.35) was established on 7 March 1906. (1)

From 1 November 1926, Cessnock Shire was divided into Cessnock Shire (later renamed Kearsley Shire on 12 November 1926) and the Municipality of Cessnock. The Municipality of Cessnock consisted of an area of about seven and a half square miles in the County of Northumberland, parishes of Cessnock and Pokolbin. (2)

The Municipality of Cessnock and Kearsley Shire Council were amalgamated from 1 January 1957 to form the Municipality of Greater Cessnock, responsible for an area of just under 800 square miles. (3)

On 1 August 1958 the council boundaries were altered to cover an area of about 484,000 acres and the Municipality of Greater Cessnock was proclaimed the City of Greater Cessnock. (4)

The City of Greater Cessnock was renamed as the City of Cessnock by proclamation from 1 April 1984. (5)
