A petition of 313 persons was received requesting the constitution of a Municipality under the provisions of the Municipalities Act, 1867 and, on 3 June 1889, the Borough of Lithgow was created consisting of 6.55 square miles in the county of Cook, Parishes of Marangaroo and Lett. (1)
The Borough was originally divided into 3 Wards, Esbank, Clwydd and Hermitage with a further Ward, Lithgow, being added in 1903. (2) On 3 December 1907 the Wards were abolished. (3)
Part of the Shire of Blaxland was united with the Municipality of Lithgow on 26 March 1919 (4) and a further part of the Shire of Blaxland was transferred to Lithgow effective 1 January 1930. (5)
On 21 December 1945, Lithgow was proclaimed a city (6) and the council became known as the City of Lithgow Council. A further 2141 acres of land was transferred from Blaxland Shire to Lithgow City Council on 1 January 1967 (7) and effective from 1 April 1977, the City of Lithgow and the Shire of Blaxland were united to create a municipality called the City of Greater Lithgow. (8)
Following an inquiry conducted in 2004, the new City of Lithgow Council was proclaimed on 26 May 2004 and commenced operations on 26 May 2004. The new area of the City of Lithgow totalled 4562 square kilometres and incorporated parts of the former Areas of Rylstone and Evans. (9)
