The Shire of Rylstone was created on 6 March 1906 under the provisions of the Local Government (Shires) Act, 1905 and was divided into three ridings. (1)
Part of the Shire of Rylstone was added to the Shire of Muswellbrook on 9 December 1919 (2) and part of Blaxland Shire was added to Rylstone Shire on 20 April 1933 by proclamation. (3)
Effective from 4 April 1941, the boundaries between Rylstone Shire and Blaxland Shire were altered and part of Rylstone Shire was transferred to Blaxland leaving Rylstone Shire with an area of about 1478 square miles. (4)
In 1957, the Shires of Rylstone, Blaxland and the City of Lithgow were constituted as a County District under the name of Hartley County District following a recommendation made by the Electricity Authority of NSW under section 12 of the Electricity Development Act. (5)
From 1 January 1974, the boundaries of the Shire of Cudgegong and the Shire of Rylstone were altered, transferring land to Rylstone (6) and further land was added to the Shire of Rylstone in October 1980 from the Shire of Mudgee. (7)
Following an inquiry conducted in 2004, on 26 May 2004 the Shire of Rylstone was abolished and the local government area was divided between Mid-Western Regional Council and the City of Lithgow Council with the Rylstone Shire Council staff transferred to either the City of Lithgow or Mid-Western Regional Councils as determined by agreement.
