The Municipal District of Ingleburn (1896-1906), later the Municipality of Ingleburn (1906-1948), was a municipality in the parishes of Minto and St. Peter in the county of Cumberland, constituted under the Municipalities Act of 1867 (31 Vic. No.12) and subsequent legislation. (1)
The Municipalities Act 1867 provided for the establishment of a municipality on receipt of a petition signed by at least 50 persons who would be taxed in respect of property or household residence within the area to be incorporated. The petition was to be published in the Gazette and a local newspaper. If no counter-petition signed by a greater number of persons was received within three months, the Governor could proclaim the area a municipality and define its boundaries. Municipalities proclaimed under the Act might be designated a borough or a municipal district, based on population and area. Boroughs were cities or towns, suburbs of the City of Sydney, or a populous country district, with a population of at least 1000 and an area of no more than 9 square miles. A municipal district required a population of at least 500 and an area of no more than 50 square miles. (2)
A petition to establish the Municipal District of Ingleburn was gazetted on 22 October 1895. (3) The notice was repeated in subsequent months without attracting an opposing petition, and the new municipal district was proclaimed on 28 April 1896. (4) A returning officer was appointed to organise an election for 27 June 1896. (5) Six aldermen were elected (6) and the mayor chosen by 4 July. (7) An acting council clerk was appointed later in July (8), followed by municipal valuers in August, (9) and a final appointment of council clerk on 1 December. (10) As of 1 February 1897 Ingleburn reported the collection of 42 pounds, 20 pounds of which had been spent on the valuations. The total rates projection was 87 pounds, at a general rate of 12p in the pound on an overall property value of 1742 pounds. (11)
The Municipal District of Ingleburn became the Municipality of Ingleburn on 31 December 1906. Under the Local Government Extension Act, 1906 (Act No.40, 1906) the terms municipal district and borough ceased to be used. (12) Ingleburn was listed that year as having 6 aldermen and no ward divisions. (13)
In 1922 it was proposed to transfer territory from the Municipality of Liverpool to the Municipality of Ingleburn. This was part of the parish of Minto, to the west of Ingleburn. (14) The transfer was proclaimed in May 1924. Liverpool was required to furnish relevant extracts for rates and valuations. (15)
The Valuation of Land Act 1916 (Act No.2, 1916) was applied to Ingleburn from 1 September 1925. (16) The first valuation list was supplied by the following February. (17) From this time the assessment of land values was no longer a function of the Municipality, which now used values assigned by the Valuer-General when levying rates.
In 1933 Ingleburn was granted a seventh alderman as of the next election. (18)
The Local Government (Areas) Act, 1948 (Act No.30, 1948) amalgamated many local government areas. As a result, Ingleburn Municipality was dissolved and amalgamated with Campbelltown on 1 January 1949. Ingleburn became the second ward of the new Municipality of Campbelltown. (19)
