In 2011, during their first session of Parliament, the newly elected Government announced their intention to establish an Integrated Transport Authority which would improve planning and coordination of transport services for the state of New South Wales. (1) The Transport Legislation Amendment Act (Act No.41, 2011) created two new agencies, Transport for NSW and Roads and Maritime Services, both of which commenced on 1 November 2011. (2) Roads and Maritime Services replaced the Roads and Traffic Authority and the Maritime Authority of NSW, which were abolished by the Act. (3) Transport for NSW (TfNSW)was constituted as a corporation and as a NSW Government agency and its affairs were to be governed by the Director General. (4)
Transport for NSW became responsible for co-ordination, funding allocation, planning and policy for the transport system. (5) Although on 1 November 2011 there was a significant transfer of functions to Transport for NSW from the Department of Transport though it continued to exist. Through it Transport for NSW provided policy advice to the Ministers. Annual reports for the Department of Transport may include annual reports of Transport for NSW. (6)
Transport for NSW was the lead agency in the Transport cluster and reported to its Secretary. As at May 2017 its core divisions were: Freight, Strategy and Planning; Customer Services; Infrastructure and Services; Finance and Investment; and, People and Corporate Services. The operating agencies which reported to Transport for NSW were: Roads and Maritime Services; State Transit Authority; Sydney Trains; and, NSW Trains. Transport for NSW also had responsibility for Project Delivery Offices for: Sydney Metro; CBD Coordination; Sydney Light Rail; Parramatta Light Rail; and, Newcastle Light Rail. (7)
In 2022, Transport for NSW was responsible for strategy, planning, policy, regulation, funding allocation and other non-service delivery functions for all modes of transport in NSW including road, rail, ferry, light rail, point to point, regional air, cycling and walking. The Transport cluster consisted of Transport for NSW, 5 transport agencies, 2 State Owned Corporations and 2 statutory bodies and 1 statutory office. Transport for NSW was structured into five operational divisions:
- Greater Sydney
- Regional and Outer Metropolitan
- Infrastructure and Place
- Customer Strategy and Technology
- Cities and Active Transport. (8)
Five support divisions included: Office of the Secretary; Corporate Services; People and Culture; Safety, Environment and Regulation; Finance and Investment. The government transport agencies in 2022 reporting to Transport for NSW included Sydney Trains, NSW TrainLink, Sydney Metro, State Transit Authority of NSW and Sydney Ferries (9)
On 30 June 2023, the Transport portfolio consisted of six transport agencies, two state owned corporations, one statutory body and two statutory offices. (10)
