Full description

On 1 July 2009 the Department of Industry and Investment was established as one of thirteen Principal Departments of the Public Service under the Public Sector Employment and Management (Departmental Amalgamations) Order 2009. (1) The Department of Industry and Investment was responsible to the portfolios of the Arts, Energy, Mineral Resources, the Minister Assisting the Premier on the Arts, Primary Industries, Regional Development, Rural Affairs, Science and Medical Research, Small Business, State Development, and Tourism. (2)

The new Principal Department had oversight of the following agencies:
former Department of State and Regional Development
NSW Tourism
former Department of Primary Industries [I]
Department of Water and Energy (Energy)
Screen NSW (Film and Television Office)
Office of the Rural Assistance Authority, and
Office of the NSW Food Authority. (3)

The divisions and authorities which formed the Industry and Investment cluster were:
Primary Industries Division
State and Regional Development and Tourism Division (including Screen NSW)
Minerals and Energy Division
Policy, Governance and Communications Division
Corporate Services Division
Forests NSW
NSW Food Authority
NSW Rural Assistance Authority
Game Council NSW, and
Mine Subsidence Board. (4)

From 4 April 2011 the name of the Department of Industry and Investment was changed to the Department of Trade and Investment, Regional Infrastructure and Services (DTIRIS) and the Department became one of nine Principal Departments of the Public Service. The Department was responsible to the Deputy Premier, the Minister for Trade and Investment, the Minister for Regional Infrastructure and Services, the Minister for Primary Industries, the Minister for Small Business, the Minister for Resources and Energy, the Special Minister of State, the Minister for Tourism, Major Events, Hospitality and Racing, and the Minister for the Arts. (5)

From April 2011 the Department of Trade and Investment, Regional Infrastructure and Services was also known as NSW Trade and Investment. (6)

On 24 February 2014 the Public Sector Employment and Management Act 2002 (Act No.43, 2002) was replaced by the Government Sector Employment Act 2013 (Act No. 40, 2013). Under the Constitution Act 1902 (Act No.32, 1902) the Administrative Arrangements Order 2014 was issued to commence on 24 February 2014. The Order abolished all principal departments under the former act however they were re-established with the same name as Departments under Schedule 1 of the Government Sector Employment Act. For all purposes the re-established Department of Trade and Investment, Regional Infrastructure and Services was the successor and a continuation of the former principal Department. (6) The Government Sector Employment Act replaced the former position of Director General of the Department of Trade and Investment, Regional Infrastructure and Services with Secretary of the Department of Trade and Investment, Regional Infrastructure and Services. (8)

On 1 July 2015 the Department of Trade and Investment, Regional Infrastructure and Services was abolished by the Administrative Arrangements (Administrative Changes-Public Service Agencies) Order (No.2) 2015. Its functions were transferred to the Department of Industry, Skills and Regional Development . (9)
