Full description

The State Administration Services [Division] of the Premier’s Department was formed in 1996 to provide management and coordination services for the Premier in the areas of community events, official visits, and executive and departmental administration.(1)

In 1996, State Administration Services consisted of:
- Community Projects and Management Services – managed community projects of direct concern to the Premier and provided strategic advice and services in corporate planning, organisational development, budget and finance, information management and accommodation matters, as well as advice on Queensland, Victorian and New South Wales Border Anomolies;
- Office of Special Assistance – coordinated advice on emergency and disaster response; arrangements for the Government visitor Program for the Sydney Olympics and related events; security coordination arrangements and administration of the NSW involvement in honours and bravery awards;
- Office of Protocol – planned and coordinated major visits by Guests of Government and conducted official hospitality for the Government; provided advice to the Premier on protocol and ceremonial and major events; liaised between Government, Consular and Diplomatic Corps; provided advice to organisations and the community on protocol related matters, presented training seminars; and managed NSW Government awards;
- Office of the Governor – responsible for all logistical and management aspects of the Governor’s constitutional, ceremonial and community roles; the operation of the Executive Council; and liaison with the Historic Houses Trust on activities at Government House;
- Government Actuary – provided actuarial services to the NSW Government, its agencies and NSW Friendly Societies on a user pays basis. (2)

By the end of the 1999 financial year, the Office of Special Assistance became known as the Office of Disaster Response and Special Services. (3)

State Administration Services ceased to exist as one of the major functional units of the Premier’s Department following a restructure circa November 2002. As a result of the restructure, the former branches of State Administration Services were transferred to other major divisions of the Premier’s Department. The Office of Disaster Response and Special Services and the Community Projects and Management Services [Division] were transferred to the Strategic Projects Division, and the Office of the Governor and the Office of Protocol were transferred to the newly established Office of Protocol and Special Events. The Government Actuary was transferred to the Public Sector Management Office. (4)
