Full description

Winbin was proclaimed "a home for the reception and maintenance of children or young persons admitted to State control" on 6 October 1954. (1) The Home was situated at 6 Victoria Street, Strathfield and accommodated pre-school aged state wards. The home was operational from 16 July 1954. (2) Generally Winbin catered for 20 children who stayed only for short periods. The older children were taught by trained kindergarten teachers. (3) In 1974 four female wards receiving domestic training lived in and assisted with the daily domestic duties. (4)

By 1975 Winbin, with a Matron in charge, cared for children of kindergarten age "of normal development and generally suitable for early placement in foster homes". (5) The home closed as a preschool unit during 1975.

Winbin re-opened in 1976 as a Hostel for working age girls participating in the Work Adjustment Programme. (6) By 1992 it had ceased to be a government-operated welfare residential unit. (7)
