Following the selection of Sydney as host for the 2000 Olympic Games on 23 September 1993(1), the Sydney Organising Committee for the Olympic Games, was constituted by Sydney Organising Committee for the Olympic Games Act, 1993 (Act No.67, 1993). The Act received assent on 9 November(2) and commenced on 12 November 1993.(3) The functions of SOCOG, as it was generally known, were set out in the Act as follows: (a) to organise accommodation and transport for competitors, team officials and personnel and media personnel (b) organising the sports program, including preparing and operating all venues and facilities for the Games (c) organising the cultural program (d) establishing a marketing program in consultation with the International Olympic Committee and the Australian Olympic Committee (e) arranging and making available host broadcaster and television and radio facilities and other information services(4) On 4 February 1994, SOCOG became party to the Host City Contract, which was made between the International Olympic Committee, the Council of the City of Sydney and the Australian Olympic Committee dated 23 September1993(5) The Act provided for the conclusion of the Committee on or before 31 March 2002. The Act was amended twice in 1996 by Sydney Organising Committee Amendment Act, 1996 (Act No.26, 1996) and Sydney Organising Committee for the Olympic Games (Further Amendment Act) 1996 (Act No.63, 1996) By the latter amendment the membership of the Board was increased from four to five persons.
