This Royal Commission was established to investigate allegations and charges made in the Legislative Assembly on 9th March 1892 by William Francis Schey, Member for Redfern, about the management and administration of the N.S.W. Government Railways under its Chief Commissioner, Edward Miller Gard Eddy. (1)

The Hon. William Owen, Chief Judge in Equity at the Supreme Court, was appointed as President and Alexander Kethel, J.P. and John Young, J.P. were appointed as Commissioners. (2)

An extension was granted to the Commission on 24 June 1892 and their Report was to be given on 26 August 1892. (3)

The Commission found that there was no evidence of maladministration and " that no shadow of suspicion or doubt rests on the honor or integrity of Mr. Eddy, or on the honesty or purity of his action in the management and administration of the Railways of New South Wales. " (4)
