The Local Government (Shires) Act 1905 provided for the division into Shires of areas in the state not at that time part of existing municipalities. Bellingen Shire (Shire number 13) was established on 7 March 1906. (1)
The three Ridings (A, B and C), which comprised the Shire were proclaimed on 16 May 1906. (2) A Provisional Council consisting of the following five Councillors was appointed to take effect from 9 June 1906: Henry Boultwood, Frederick William Lane, Edmund Thomas Edward Lyon, Samuel Jones Piggott and Matthew Wallace (3). The Provisional Council was responsible for arranging elections for the first council, which were to be held at Bellingen. (4)
On 28 November 1906, Regulations covering the activities and responsibilities of Shires were published in the New South Wales Government Gazette. (5)
On 8 September 1915, alterations were made to the boundaries, and parts of Dorrigo were included. (6)
On 15 December 1915, Bellingen Shire was reconstituted and a new Provisional Council appointed. (7)
