An Inquiry regarding the proposed route of the Kyeemagh / Chullora Road was established by Letters Patent on 27 September, 1978. Mr David Sheridan Kirby was appointed as Commissioner. (1)
The terms of reference of the Inquiry were to:” enquire into and report on the need for a major regional road link in the planned County Road corridor reservation known as the Kyeemagh-Chullora Road or any alternative regional road link or combination, of road links between the Central Industrial Area and the Western and South Western sub-regions of the Sydney metropolitan area with particular reference to the following:
• environmental and social impact of any proposal especially effects on park lands and housing and the effects of through traffic on residential areas;
• economics of transport especially goods movement;
• possible development of alternative transport modes in existing corridor reservations.” (2)
The Commissioner was also asked “as a matter of urgency during the course of the Kyeemagh-Chullora inquiry to examine a separate but related issue, namely, the transportation of containers from Botany Bay”. (3) Mr Kirby completed the inquiry and report into the container issue “along with the report relating to the various road proposals”. (4)
The Commissioner presented an interim report on the container issue to the New South Wales Government on 29 August 1980. (5)
The Commissioner presented his final report to the New South Wales Government in the following order: Volume 1 (Containers) on 28 October 1980, Volumes 11 and 111 (Criteria for Evaluation) on 30 January 1980, and Volume IV (The Options) on 5 February 1981. (6)
