A Commission of Inquiry into the New South Wales Road Freight Industry was established by Letters Patent on 8 August 1978. Mr Gavin Mc Donnell was appointed as Commissioner. (1)The terms of reference for the Commission were to enquire into, report upon and make recommendations relating to the economy and efficiency of the transport industry, other than passenger transport, in New South Wales, with particular reference to: the economy and efficiency of the industry generally and especially in the case of owner/ drivers; the need or otherwise for rationalisation of freight traffic between rail and road transport and between various operators of road transport; whether a licensing system and/or other form of control over entry in to the industry is desirable; safety standards and environmental factors associated with road operations; the effect truck operators have on road standards and requirements; the equity or otherwise of the contribution made by the industry towards cost of road construction and maintenance; whether there is some practical and acceptable alternative to the present system of road charges which will ensure a fair contribution towards the upkeep of the roads by interstate operators; the effects of the recent decision relating to the implementation of NAASRA (National Australian Association of State Road Associations) recommendations; any other matters considered to be relevant to the enquiry.
