Mr O.A. Edwards was appointed Royal Commissioner to make a full inquiry into and report upon the best method of redistributing the City of Sydney into wards, under the terms of the Sydney Corporation (Amendment) Act 1924. A public inquiry commenced on 26 August 1924 at the Water Police Court, with further hearings from 1 September being held at the Central Police Office. Witnesses giving evidence included Mr Baird, the City Assessor, Mr Coulson, Chief City Surveyor, Mr Iredale, Secretary to the Citizens Reform Association, with representatives of the press attending each sitting.The Report recommended that the redistribution of the City into Wards should comprise - Belmore Ward, Bligh Ward, Bourke Ward, Camperdown Ward, Cook Ward, Denison Ward, Fitzroy Ward, Flinders Ward, Gipps Ward, Lang Ward, Macquarie Ward, Phillip Ward, and Pyrmont Ward. A detailed description of street boundaries and a map of the proposed division was included. (1)
