A Royal Commission of Inquiry into statements made by the Auditor-General in his Annual Report for the Year Ended 30 June, 1958, concerning the Minister for Housing, the Honourable Abram Landa, was established by Letters Patent on 3 October 1958. The Honourable Justice L.J. Herron was appointed as Commissioner.

The terms of reference for the commission were to investigate:

(1) The matter mentioned by the Auditor-General in that section of his report dated 30th September, 1958, upon the Public Accounts of the State, which related to an audit investigation of the circumstances surrounding the refusal of the Housing Commission to issue progress payments in full to a company carrying out house construction contracts.
(2) To report as to whether the Honourable Abram Landa was guilty of improper conduct as Minister for Housing in or in connection with that matter. (1)

The Commission held 9 hearings, and examined 14 witnesses. 13 Exhibits were tendered to the Commission. (2)

The Commissioner fully investigated, and outlined in his report, the circumstances surrounding the refusal of the Housing Commission to issue progress payments in full to Brown Limited, which had been carrying out housing construction contracts for the Commission at Seven Hills and Lalor Park in 1958. The Commissioner concluded that the Honourable Abram Landa, was not guilty of any misconduct or corruption in connection with the matter. (3)

The Commission ended with the publishing of the final report in November 1958.
