The Royal Commission of Inquiry into certain charges preferred against Sub-Inspector Fowler at West Maitland was established by Letters Patent on 13 January 1900. (1) Cornelius Delohery, a Metropolitan Stipendiary Magistrate was appointed Commissioner and was to investigate charges made by the widow of the late Police Sergeant Wirrell of West Maitland against Sub-Inspector Fowler of the Police Department. Sergeant Wirrell supposedly fell from Belmore Bridge and drowned in the river below whilst on night duty. There had been a number of complaints in the previous few years by and against Sergeant Wirrell and Sub-Inspector Fowler. (2)
The Commissioner commenced his inquiry by examining witnesses in West Maitland’s Court House on 16 January 1900 after arriving the previous day from Sydney. The hearing of evidence concluded on 24 January 1900 and Commissioner Delohery returned to Sydney the following day. (3)
It is likely the Commissioner’s Report was printed some time after 25 January 1900.
