The Municipalities Act, 1867 provided that a Municipality might be created following the petition to the Governor by at least fifty future ratepayers that was subsequently published in the NSW Government Gazette. A petition of 58 residents liable to be ratepayers was received by the Colonial Secretary and published in the NSW Government Gazette. The proposed municipality was situated in the County of Ashburnham and included portions of the parishes of Boree, Cabonne, Cudal and Bowan. (1) No counter- petition was received and the Municipal District of Cudal was established on 21 October 1890 (2)
John William Kinghorn was appointed returning officer for the first election of aldermen and auditors which was scheduled for Monday 22 December, 1890 at noon in the Court House, Cudal. (3) On 6 January 1891 the Returning Officer reported the election of the following persons as aldermen- Samuel Landauer; Thomas William Miskell; William Shield; George Joseph Hadley; William John Hadley and Hector Stuart McLean, The auditors were Hugh McMillan and Harrie Carman. (4) By 7 February Samuel Landauer had become the Mayor and announced the Charles Vincent and George T. Hadley as aldermen and Franck C. Vincent and Hugh McMillan as auditors (5)
In March 1891 Charles Schramme was appointed Council clerk and Inspector of Nuicances; and R.G. Glasson and J.W. Kinghorn became the values of rateable property. (6)
The Municipal District was apparently re-named the Municipality of Cudal following the passage of An Act to Consolidate the laws relating to municipalities, 1897 (Act no 23, 1897) [6 December, 1897]
On 24 December 1912 Cudal Shire that was abolished and area that had fomed the Shire was transferred to a reconstituted Boree Shire. (7)
