The Local Government (Shires) Act 1905 provided for the division into Shires of the areas in the state not at that time part of existing municipalities. The Boree Shire (shire no 88) was established on 7 March, 1906. The Boree Shire was situated in the County of Ashburnham adjacent to the Municipality of Cudal. (1) The three ridings which comprised the Shire were proclaimed on the 16 May,1906. (2) A temporary council was appointed to commence on 9 June 1906. The members of the temporary Council were Thomas Finn, John Walter Hamilton, James Kirkland, Richard Edward Moore and Lancelot Noel Smith (3) The role of the temporary council was within six months of their appointment to compile lists and rolls of electors and to make arrangements for the election of the first permanent council (4) The first elections for a permanent Shire council were held on 24 November 1906 (5) On 24 December 1912 the Boree Shire was reconstituted to include the former Cudal Shire that was simultaneously abolished. (6) Following this amalgamation the Shire took on additional responsibilities including :For the whole Shire:
Providing water for villages and towns not supplied by the Board of Water Supply and Sewerage and without reticulation;
Regulating and licensing public vehicles and the drivers and conductors thereof; and
Controlling noxious weeds, pests, vermin and animals. (7) With respect to the part of the Shire which was previously the Shire of Boree the Council was required to provide, maintain and manage the water supplies with reticulation if required. (8) For the part of the Shire that had previously been the Shire of Cudal
Regulating and supervising the sale, storage, and conveyance of meat for human consumption and the disposal of other meat and offal; and
regulating the ‘manner, route and times of driving animals in public places.’ (9) In relation to the Town of Eugowra the Shire was responsible for the collection, removal and disposal of nightsoil, regulating the construction of privies and for the construction and maintenance of drains and sewers. (10) In the Town of Canowindra the Shire was responsible for
regulation and if necessary removal of buildings, balconies and other structures that abutted over public places;
the sale, storage, conveyance and disposal of meat (as in the former Shire of Cudal area) and
regulation of buildings including the erection, height, design, structure, materials used, and sanitation;
the proportion of any allotment of land that could be occupied by buildings; and
ensuring that subdivisions made adequate arrangements for accessibility at the front and rear of the individual properties. (11) The boundaries of the Boree Shire were altered again on 26 October 1922 by the transfer of the Shire of Jemalong that was added to Boree Shire. In accordance with the Local Government (Amendment) Act, 1920 s. 20 (2), the Minister dispensed with arrangements relating to the exchange of assets, rights and liabilities between the Shires in relation to this boundary change (12) Adjustments were required to this proclamation and these were published in the NSW Government Gazette of 16 February 1923 (13) Approximately 400 acres was transferred from the Waugoola Shire to the Boree Shire in October 1949. The Waugoola Shire was required to forward extracts from the valuations book and electoral roll relating to the properties transferred and the residents of that area. (14) On 22 August 1969 Parts V and VI of the Valuation of Land Act, 1916 came into operation in the Shire of Boree. (15) The function of valuing rateable land in the Shire thereafter transferred to the Valuer General who provided valuation lists to the Council. In 1971 the NSW Government appointed a special committee of inquiry into local government areas and administration. The final report which was completed late in 1973 recommended expansion of the cities of Orange, Bathurst and Lithgow, the amalgamation of the Shires of Boree and Molong and the re-grouping of other shires within the three cities. The recommendations of the special committee in relation to boundary changes were not accepted by the government that referred the matter to the Local Government Boundaries Commission. The local government divisions in this area were considered by the Commission as part of its broader task of examining boundaries outside the County of Cumberland to recommend changes that would facilitate economical and efficient local government for the foreseeable future. Following visits to the cities of Orange, Bathurst and Lithgow and surrounding areas in which the Commission held discussions with Councils, community organisations and citizens, 23 proposals for redistribution of local government areas were received. The Boundaries Commission withdrew its own proposals and during 1976 conducted an inquiry into nine of the proposals submitted. (16) In relation to Orange and surrounding areas the proposal of an officer of the Minister for Local Government to divide the City of Orange and the Shires of Boree, Canobolas, Lyndhurst and Molong into three areas to comprise a municipality and two shires was approved by the Commission. (17) Late in 1977 these recommendations were put into effect. On 1 October 1977 Boree Shire combined with the Molong Shire, and part of the Lyndhurst and Canobolas Shires to become the Cabonne Shire.
