The Traffic Authority of New South Wales was a statutory corporation established under the Traffic Authority Act, 1976 (Act No 32, 1976). The Authority was the state organisation responsible for traffic safety and traffic management matters (1). Under the legislation the Authority had responsibility for: a) reviewing traffic arrangements in the State and formulating plans and proposals for the improvement of those arrangements; b) establishing general standards and principles in connection with the design and provision of traffic control facilities; and priorities for carrying out that work; c) promoting traffic safety; d) coordinating the activities of public authorities when they are directly involved in matters connected with the Authority's functions; e) researching or investigating traffic control facilities, the cause of accidents and means for their prevention or controlling their effects; f) publishing advice and information for educational purposes g) providing reports or recommendations regarding traffic arrangements, movement, regulation and control of traffic, traffic planning, safety, parking, traffic facilities and proposals for amending the law in relation to matters connected with the Authority's functions (2) In the field of traffic management and control the Authority had overriding power and, in the exercise of performance of its functions, the Authority could direct other public authorities to implement its plans, or general standards or principles established, or decisions made, such directions being binding on the authorities concerned (3). On 16 January 1989, (4) under the terms of the Transport Administration Act (No. 109, 1988), the Department of Main Roads was abolished and amalgamated with the Department of Motor Transport and the Traffic Authority of New South Wales to form the Roads and Traffic Authority.
