The Office of Public Management was established in the New South Wales Premier’s Office to advise the Premier on the overall effectiveness of the State’s Public Sector. (1) It replaced the Public Service Board which had been abolished on 2 September 1988 with the enactment of the Public Sector Management Act 1988 (No. 33, 1988). (2) Its first manager was in place by 12 October 1988. (3)

In February 1989 the Office of Public Management consisted of three divisions: the Management Review Division, the Strategic Planning Division and the Personnel Policy and Practice Division. (4) Its objectives were: to assist the Premier in creating and developing an effective framework for the management of public resources; to assist the Premier in improving the effectiveness and efficiency of public management; and, to advise the Premier and the Government on the extent to which Government policies achieve their intended outcomes. By mid 1989 the main functional areas were: Strategic Management, Management Development, Management Review, Personnel Policy, Senior Executive Service, Corporatisation, Capital Works and the Communication Office. Strategic Management began operation in March 1989, subsuming the former Public Service Board’s Program Evaluation Unit. (5)

The Office of Public Management was abolished by proclamation on 5 April 1995. (6) Under the Public Sector Management Act 1995 (No. 36, 1995), its successor, the Public Employment Office, brought together the Personnel Policy Division, Management Development Division and the Senior Executive Service Unit from the former Office of Public Management and the Public Employer Services from the former Department of Industrial Relations, Employment, Training and Further Education.
