The Finance Committee was one of four Standing Committees established at the second meeting of the Balmain Council on 13 April, 1860. Sections 69 - 70 of the Municipalities Institutions Act 1858 (22 Victoria Act No. 13) allowed for the appointment of general or specific standing committees. Committees established under these sections were to meet as required, and report their findings to the General Council at the earliest opportunity. The main purpose of the Finance Committee was to examine accounts and authorise them for payment. Initially the Committee consisted of three Councillors. The Committee met at regular intervals (usually fortnightly) Its main purpose was to examine accounts and authorise them for payment. The Committee also authorised special expenditure including the purchase or sale of assets and salary increases, considered special matters with financial impact, and requests for financial assistance and prepared financial statements for Council. The Committee oversaw the accounting policies and practices of the council staff. The Committee continued to operate until the abolition of the Balmain Municipality on 6 December, 1948.User Contributed Tags
