The Municipalities Act, 1867 provided for the constitution of a Municipality on the receipt of a petition of at least fifty potential municipal taxpayers within the area proposed to be incorporated. (1) A petition of 107 ratepayers was received by the Governor, and published in the Government Gazette on 4 September 1889 (2). A further statement from the petitioners was published in the NSW Government Gazette of 17 September 1889, suggesting the boundaries of the proposed municipality and stating that the population of the district was 1000 (3). On 28 February 1890 the proclamation of the Municipal District of Murrumburrah was published in the NSW Government Gazette. (4) The Municipalities Act, 1867 also provided for the division of a Municipality into wards upon receipt of a petition of a least fifty electors from the Municipality (5) A petition of 51 ratepayers was received by the Governor and published on March 19,1890. (6) On April 2, 1890 the Municipal District of Murrumburrah was divided into Harden, Murrumburrah and Demondrille Wards. The Municipal district of Murrumburrah was located in the County of Harden, Parish of Murrimboola and the total area was 9 square miles (7) On April 3, 1890 the 'Municipal District of Murrumburrah' became a body corporate. John Bourke was appointed as the first Returning Officer. The First election for the Municipality was to be held within three months of the incorporation. (8). Each ward elected three aldermen on the 12 May 1890. John A. Campbell, and John W. Brooks were elected Auditors on the same day. Thomas Allsop was elected Mayor on the 19 of May 1890. (9) Robert B. Wallace was appointed Council Clerk and Inspector of Nuisances on 5 June 1890. (10) On 2 October 1912 part of the Murrumburrah Municipal District was transferred to the Shire of Demondrille thus extending its boundaries. (11)) On the 30 August 1974 Murrumburrah Municipal Council and Demondrille Shire Council were merged to form Harden Shire Council The creation of Harden Shire Council became effective from 1 January 1975.
