Shoalhaven Shire Council was formed on 1 July 1948 from the union of the former Municipalities of Berry (proclaimed on 26 October 1868), Broughton Vale (proclaimed on 24 April 1871), Nowra (proclaimed on 30 December 1871), Ulladulla (proclaimed on 14 April 1874) and South Shoalhaven (proclaimed on 17 December, 1895), and the shires of Cambewarra (proclaimed on 7 March, 1906) and Clyde (proclaimed 7 March, 1906). (1)
The shire was divided into two ridings. Riding A comprised the former Municipalities of Berry, Broughton Vale and Nowra and Riding B comprised the former Municipalities of South Shoalhaven and Ulladulla and the former Shires of Cambewarra and Clyde. (2)
The proclamation provided for a Provisional Council of 16 members to fill the role of the Council of the Shire of Shoalhaven until an election was held. The Provisional Council had the powers necessary to elect a President, arrange an office for the Council, organisation for the transfer and appointment of staff and make all necessary arrangements for the Council to commence business on 1 July, 1948. (3) consist of 16 Councillors.
The Shire was converted into both a Municipality and a City on 13 July 1979. (4)
Note: there was a Municipality of Shoalhaven, which was established on 22 September 1859 (5) but disputed by Alexander Berry and ultimately invalidated following an appeal from the NSW Supreme Court to the Privy Council, which, on 14 March 1865 determined that the Municipality had not been duly constituted.
