Under the Transport Administration Act, 1988 (No.109, 1988), on the 16 January 1989, the State Rail Authority was reconstituted and continued to operate the railway services provided, prior to this Act. This date also marked a major administrative re-organisation with the creation of new railway divisions with Passenger Operations being split into CityRail and Countrylink.

Countrylink markets and operates long distance railway and road coach passenger services within New South Wales and to Canberra. In co-operation with its interstate counterparts it facilitates interstate rail services. Counrtylink operates a network of metropolitan and regional travel centres plus booking offices.
