Full description

The Operations Division of the State Rail Authority was responsible for the oversight and coordination of all rail transport functions, including commuter, country, passenger, and freight railway services. In November 1983 a reorganisation of the Operations Division made one branch - Freight Services responsible for all freight services, and one branch Passenger Services responsible for all passenger services. The new positions of General Manager, Freight Services, and General Manager, Passenger Services, reporting to the Chief Operations Manager were established. Each new area was restructured to more effectively compete for business. (1) While the commercial operation of the trains was transferred to these new branches the Chief Operations Manager (and Operations Division) retained overall responsibility for the marketing, management, and operation of all rail passenger and freight operations, and road coaches. (2) The Administration Section of the Operations Division was responsible for train drivers, guards, shunters, station and catering staff, train controllers, and inspectors. The section provided a specialised personnel function for the operations branches, monitored division budgets, and controlled safeworking regulations. Staff requirements were also monitored with adjustments (recruitment and redeployment) made to sustain an appropriate operating level. Specific technical training of the Freight and Passenger Services staffs was undertaken by the Operations Division Staff Training Centre. (3) Under the Transport Administration Act (No.109, 1988), on the 16 January 1989, the State Rail Authority was reconstituted and continued to operate the railway services provided, prior to this Act. This date also marked a major administrative re-organisation.
