The State Rail Authority (Board) was established by the Transport Authorities Act, 1980 (Act No. 103, 1980) The board consisted of seven members - four ex-officio members and three appointed members. The appointment members were the Chief Executive and two Deputy Chief Executives of the State Rail Authority and the Managing Director of the Urban Transit Authority. (1) The appointed members are a member appointed to be the Chairman of the Office of State Rail Authority Board, a member elected according to the regulations of the Transport Authorities Act, 1980 and a representative of the Labour Council of New South Wales. (2)The functions of the Board were to efficiently operate all passenger and freight rail services in New South Wales; in conjunction with the Urban Transit Authority to provide efficient, adequate and economic urban passenger services; and through research and development, to adequately meet future rail transport needs arising from shifts of population and industrial, economic, technological and social changes. (3) The Board could carry out research and planning, engage consultants and enter into contracts and could by resolution delegate matters to any members or staff of the Authority. The State Rail Authority was reconstituted by the Transport Administration Act, 1988 (Act No. 109, 1988) The new board consisted of the following:
(a) The Chief Executive of the State Rail Authority
(b) Between four and seven members appointed by the minister, selected because of the appropriateness of their managerial or other qualifications. (5) The main function of the Board was to determine the policies of the State Rail Authority and as far as possible to see that the functions of the Authority were efficiently despatched. (6).
The Board also had the opportunity to recommend candidates when the position of the Chief Executive became vacant. (7) The Minister could give written directions to the Board relating to the conduct of the State Rail Authority's functions. The Board was required to follow these directions although it could request the Minister to review the decision if it would have adverse financial impact upon State Rail or if the direction was contrary to the commercial interests of the Authority.
