The Governor with the advice of the Executive Council appointed the Pilot Board for Port Jackson on 26 August 1849. The first Board comprised John George Nathaniel Gibbes, Collector of Customs as Chairman, the Portmaster, Merion Marshall Moriarty, and three other members. Pilotage exemption certificates were granted to shipmasters after examination with the exemption denoted by the flying of pennants. The Pilot Board presided over a new maritime system where work was divided between the pilots instead of open competition. The Pilot Service, however, was intermittent with many trading vessels arriving and departing from Sydney Harbour unaided, while there was no set rendezvous point for ship and pilot vessel. The Light, Pilot, and Navigation Board replaced the Pilot Board on 22 July 1857.User Contributed Tags
