In April 1983 the Government was established an Office of Special Employment under administration of the Minister for Public Works. The Office was to report directly to the to the Deputy Premier. (1) The main objectives of the Special Employment Office were: developing initiatives to give the maximum number of unemployed persons an opportunity to work; andmanaging existing State and Federal programs to make the maximum impact on unemployment. (2)
The Office took over State and Federal employment generation programs including:
(a) State Government Youth Training Program, which was initiated by the Premier and commenced in 1978 with the aim of using the Commonwealth Special Youth Employment Program;
(b) State Youth Corps, a scheme, which was announced by the Premier in December 1982 with main task of employing 10000 young people, generally on a one day per week basis;
(c) Wage Pause Program, which was announced in December 1982 by the Commonwealth Government with the functions of providing employment on projects, which could make worthwhile and long- term contributions to the community and to promoting greater equality of opportunity for the unemployed who were disadvantaged in the workforce. The program was expected to create about 6000 jobs for an average duration of 26 weeks;
(d) Local Government Employment Relief Schemes, which commenced in 1981 with the function of providing special assistance to Local Government to assist with employment schemes. All local councils in the State were invited to participate on a dollar-for-dollar funding basis; and
(e) Management of any additional Commonwealth or State employment-generating programmes. (3)
