Liability expenditure is expenditure authorised by the Treasurer which is appropriated from a Trust Fund. Generally, expenditure does not occur from Trust Funds because the proceeds from such funds are held in trust for the various purposes and interests of agencies within Victorian Government and may eventually be refundable to them. Where such expenditure does take place, the Treasurer is liable for its reimbursement.
This series documents expenditure charged to Trust Funds, and documents their reimbursement.
Each item of expenditure was given a liability number. For each liability, the following details are recorded:
Date of Liability
Detail Ledger number and page number
Amount charged
Treasury voucher number
Details of monthly repayments
Although this expenditure was appropriated from Trust Funds, the expenditure was ultimately recorded within VPRS 11332 Detail Ledger of Expenditure (Consolidated Revenue Fund). This series also provides details on which agency the funds were advanced to and for what purpose.
